The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, has issued Notification No. 65/2024-25 dated March 18, 2025, announcing the extension of the State Trading Enterprise (STE) status of Indian Potash Limited (IPL) for Urea imports until March 31, 2026. This will ensure that Urea (agricultural grade) continues to be imported solely through IPL on the Government account, preventing unauthorized trade and stabilizing fertilizer supply for Indian farmers. Extension of STE Status for IPL: Indian Potash Limited (IPL) will remain the exclusive importer of Urea (Exim Code 31021010) on behalf of the Government of India. The STE status, which was previously valid until March 31, 2025, is now extended to March 31, 2026.Legal Authority: The amendment is made under Section 3 and Section 5 of the Foreign Trade (Development & Regulation) Act, 1992. It is in accordance with Paragraphs 1.02 and 2.01 of the Foreign Trade Policy (FTP) 2023. No Change in Existing Terms: The notification continues the provisions of Notification No. 79/2023 dated March 18, 2024, with no modifications to other terms and conditions. Effect of the Notification The import of Urea (Agricultural Grade) on a Government account will be allowed only through Indian Potash Limited (IPL) until March 31, 2026. No private entity will be allowed to import Urea under this policy, ensuring the Government maintains control over supply and pricing. The extension is in line with the Foreign Trade Policy (FTP) 2023, aimed at securing a stable and affordable fertilizer supply for Indian farmers.
